The strength buffs are actually intended to or are more effective when used to give support builds an alternate form of offense, hence why they scale with support. They aren't meant to add on more strength to a build that already focuses on strength because of diminishing returns and contradicting scaling (typically strength/support glass cannon doesn't work anymore and therefore the skill contradicts itself if used on a high-strength build). If you are a support build with very low strength a field commander or blood commander can raise your melee attack damage by a pretty high amount even with not that many skill points invested. Not to mention that the lifesteal given off of blood commander scales with how many strength points the buff itself gives. I can support increasing the base numbers by maybe a very minimal amount (like 3-4 points) but really if the skill does need a buff it should be more targeted towards its support scaling rate. This should probably be put in conjunction with something that reduces artillery strike's support-scaling damage (but maybe raise its base damage as compensation) so that support builds don't get crazy 2-turn damage output but require a bit more strategy in their build paths and usage of field commander to be effective. My main point is that this skill is made mainly for support builds with low strength so that diminishing returns don't get in the way of its effectiveness, or for focus builds that can utilize it the best with a good amount of strength and support. The skill should maintain its integrity in this sense yet it really should become more of an option for support builds since it really isn't at all right now due to the fact that artillery strike is ALWAYS a better investment no matter what. If anything balance changes on this skill should be geared more towards 4-5 focus builds and high support builds. Also the points brought up in the OP mostly regard just the fact that strength as a stat is bad and needs buffs, so that should also be targeted for new balance changes as well.
