When the wars are on cool down make it so if you battle in a certain region you get influence from them in battle like with war 1.0. This way players who want to update their war cheevos as well as gain influence can still do so even when the war is in cool down. When the war leaves cool down this is idea would go into cool down until the next war is over.

Makes sense. I'd support that, doesn't seem like it's be too complicated since they already have all the information on how to do it.

I like that idea, and I also think that the flags should return and be up for competition again.
