No, the Underdog Mode doesn't take into account players not using their Legendary Points. There are limits to Flash, and this is one of them. At the same time, there are more than enough ways to obtain Credits for the slots, and have a fair amount leftover.
Since the Mode boosts your stats, yes, it will also boosts everything that the stats affect - crit, block, deflections, etc. If we did boost aimed at one build, such as two or three stats being boosted, some players would end up not getting the stat they want - hence why we went balanced across the board.
We capped it at Rank 80, for the boosts, since players are likely to get PvP bonuses first if they are going to PvP. More of a common sense here, because no one would unlock NPCs first and then use them for PvP. Regardless of where you put them, though, it will still give you the Underdog passive. Just caps at Rank 80, or 10 Effective Levels (eLevel).
How are you finding Dex Guns, after their progression have been slowed down even more than Strength? And Strength itself? Luck also was affected, or rather diminished greatly.
