Overload also has Staff requirement, and Plasma Rain doesn't. Skills with weapon requirements are usually minimally stronger than those without, but it can be looked at again if it's really a balance issue. Mind you, BMs would also get affected by this. What if the stunned person was able to block/deflect as usual, as opposed to being unable to do either whilst stunned? It's still a free turn you get, if you stun, which is pretty huge advantage on its own - just not a defensive nerf on top of it (which is your opponent having 0% chance to block/deflect). This would probably put Stun+Zerker builds in their place too - if they are posing any threat - by not being able to connect Zerker whilst stunned, on top of Blood Commander being active.
