I beat the shadow guard 6 times in a row,it doesnt seem to drop "shadow guard helmet"

I'm pretty sure it's not a 100% drop, but just to be sure, try beating a different shadow guard. I think there is one in Barrens Outpost and Wasteland besides the one in Fortune City. (I got my shadow helmet from the one in Fortune city)

The drop isn't 100%. You just have to battle him until he drops it.

 As others have mentioned, this is not a bug since the drop rate is not 100%.
