if a player use this attack with those effects, only one of their % works, idk which ones works and what ones don't, but is that a bug or the devs intentionally set this?

It isn't a bug. It was made so that the strongest effect of any of these would be the one that goes into effect. In other words them not stacking was done on purpose to make sure any life stealing combos didn't become OP.
