Cores like Celtic cleavers 8% were listed on the design notes and even Chairman's fury, however no massive strike and Mark of Azrael. These were not phase promos and idk if it was an accident that they weren't mentioned, but they definitely should be added, especially after frostbite came in...

It's because they are seasonal cores, so they came in a specific event or period of time. That's why those cores weren't added yet. (I think).
Frostbite came because we are actually in the winter event.

They have the thorn assault and improbability stuff labeled on design notes, and those arent in season. Also they need to have had Azraels will core and the stun gun cores since these were not phase things.

Thorn assault was a spring core promo seeing as it came into game right after Valentine's day promo went rare.

That still doesn't answer the question of why those aren't mentioned in the design notes.
