Today I leveled a tech mage from around level 15 up to 21(through pvp only). I was playing a support build and I'm pretty sure my winrate was over 75%. Then I reclassed it to Blood mage,took a couple hours break and came back. Decided to play my tech mage character. It's level 23 but the build is the same. I cannot win a single match. Literally everyone I fight is stacking tech and running 4x tech cores. It's like the game has something against my tech mage character. Has this ever happened to you guys?

Well usually you can always make a different build, you could try to spam one stat and use skills that improve with the stat you spammed.

Things change as you level up. People will change their builds and while you might not see anyone who counters your build in a certain level range in another you can very well run into everyone who can counter your build.

My advice is to change your build and use a different plan to win your battles.
