Why is the =AQ= On Balance discussion thread lockrd and not open for discussion?

I believe that was locked when Anim pinned it. I can reopen it now, but please be considerate of the thread being an information resource and be on your best behavior. Balance discussions have called for numerous warnings for some time now, and the rules are necessarily stricter on a pinned resource.
