hm, what are scanlines? is it that lots of line thing you get from gradient tool?

and then the other question is, you know the bgs with lots of squares in the bg? think el uses them a lot in his sigs, they look like a honeycomb... is that a pattern thing of a brush? and if it's a brush, can i get link to download it

Scanlines are a user set pattern. I believe I showed you how to make them already, sky...

But if I haven't, you have to open a new 5x5 px document. Use the magic eraser on it and then get out your pencil tool. Using black, make 5 (?) dots in a diagonal through the center. When you're finished with that, go Edit>Define Pattern. You can now use scanliens whenever you want! Just go Fill>Pattern>Choose Pattern and pick scanlines from the list.

(When making the pattern, it's most helpful to work at 1600% zoom.)

haven't you ever seen the lines in the bgs of sigs? they are used all the time in userbars, look at the lines in the bg of one if you are still puzzled, I don't use PS but I know that you can also make scanlines with a 3x3 document

I use PS. Vader's right about the scanline technique. You could always download the scanlines, but I don't have the url right now.

The border in mine is a scanline border, or so I'm told.
I did it a different way though, I made a 3x3, zoomed in 1600%, made dots in (think of it as a tic-tac-toe game): both corners on left, top right, bottom center, right center, and center.

You can't limit if you don't want so many I usally set the fill layer to over layer and miss with the opactiy.
If your talking about what vader said he means there not good for everthing some sigs are better with out them.

all you have to do is make a pattern of lines going diagonally and add some stars to it by drawing them

Well, if you only want it in a certain area, at least on PS7 it will only fill a selection if I have a selecton and ask for the scan lines to fill it.
