ok not supported for both unless you change some things
1)
buff all builds?!
No... it is 10x easier to nerf something which is stronger than other skills than buff all other builds
&
If you buff all builds in game then there is no point in buffing them at all.
2)
Well kind of supported but still not because passives were a MUST HAVE so are the current actives but i feel as if they would do 1 of the following it would be ok
A)Make a passive skill tree
Because passives have no draw back and with regular skill points they are just better in comparison. So that limits the diversity in where you invest your skill points
B)Lower the % by a lot and ADD MORE PASSIVE SKILLS
Because it would make it very difficult to choose because you couldnt have them all and if you could they wouldnt be worth it.
E.g. if lucky strike was made in to a skill... it would be useful but it wouldnt be a must.
