If a core that already puts down one of the top three skills into cooldown, has to have a random factor added to it - having it affect all offensive moves won't happen, not only because it'd devalue Concussive Shot, but how game-breaking it would be. Everything apart from buffing skills + heal (FC and BC are debatable too) would be in cooldown, and that's a bit too much.

Also, using one supposedly overpowered build as a reason for this core to be created, won't cut. It'd affect a whole lot more at that - Mercenaries getting the worst of it. There's the balance section to raise your concerns, and a cores thread for your suggestions.

Oh boy,

soon there'll be a suggestion for a core which locks down other cores

The OP suggests dex mages need a counter because they otherwise can't be dealt with. Therefore I can't support since there are numerous ways to handle them.
