Not really having a limit on what you can do means you have to plan more than just trying to OK and failing in the end. 5 Charge wouldn't come into effect unless you charge to 19 then used energy then you don't draw cards as you get a 5 off maybe a 6 till you hit 20 and you still don't have enough cards at this point since charge doesn't increase if you draw cards.
