What if there was a way to (in battle) change the level of a certain skill (to below that of what it has been upgraded, of course)? For example, let's say there's a bounty hunter with lvl 10 multi and he doesn't have energy to use lvl 10, but does have the energy to use, lets say, lvl 5. Then, he could use that instead.

(To do this, there could be some sort of slider next to each levelled skill, which cannot exceed its limit but can go down to lvl 1).

This will present some problems.
Energy draining skills, beside from (some of them) draining the energy of your opponent, and gaining you energy (static..)... using those skills stops/inhibits your opponent from using deadly skills (surgical strike/massacre/bunker with crit and rage/plasma canon...etc..) which means, that you can use these skills no matter what your opponent do, even at level 2 or 3 some skills remain deadly... (I'm currently using 5 focus tank build with poison and surgical and I'm not a strenght player defending his interests..). Anyways beside this point, I think it's a fine idea but needs to be reworked.

Not supported.

This idea in itself can make certain counters worthless.

Lets say I am drained for 300 energy leaving me with 400 energy which prevents me from using my level 6 supercharge which would kill the opponent. All I would have to do is lower my supercharge by 3 levels and boom for a little less power I can still use the same move that my opponent was trying to stop me from using.

While this won't always be the case it will cause this problem to occur which in some cases can be game breaking.

I support this. I find it just wrong and stupid that having an higher level skill can be a bad thing(outside of having less points on other skills).

Yup, that is 100% true. I don't see how it is a bad thing. The drain was NOT worthless because it weakened your attack and you now have no energy left. Otherwise,that energy would have been used for other things, like a plasma bolt for example. How is that game breaking,exactly?

Draining our opponent will still stop them from using an full-power skill. They will have to do a weaker version or save the energy for something else. Thus,the drain did its job just fine.

If I am trying to prevent the move from happening period due to an effect it may have that can screw me over or my partner over (Surgical strike for example) normally When I drain I can either

1) Stop the move completely
2) Delay it so the effect won't screw me over.

However in this situation it screws the player over if they are trying to prevent an effect that comes with the move seeing as Surgical strike's rage steal happens no matter what level it is set. Supercharge was a bad example due to it's only effect being more damage due to resistance ignoring.

This is a pretty interesting idea.

However, beware max massacre builds again. Max massacre still hits like a truck, and the only thing stopping them from being used is energy parasite being completely broken and having massive %-based drain. This could fix the problem.

I can't say I support or not support this, because it could be fairly interesting but also poses some problems for builds that otherwise would have almost no counters
