I can confirm that the 'Surgical Blades' do indeed drop, I got an E version of it on my first challenge of the NPC. This isn't a bug. However, you are correct on the fact that the said item is not listed in the Item Finder.

It seems a bit odd that they would give a NPC one class only drop.

Both Surgical Blades P/E are currently dropping from Galatea. Additionally, boss drops are not entered into the Item Finder. Tagged as resolved.
