Hi there Crystal Lion.
I believe both subforums were hidden because they weren't very active, probably because most (if not all) of the announcements and contests have moved over to other social media platforms (such as Twitter for example). From what I remember, the last post in announcements was from a couple years ago and the official contests section hasn't had any threads for any contests in a while (aside from the HS story contest but I believe that ended a year ago).
If you want to discuss any contests or announcements that occur in the future, you're free to do so either in the Artix Entertainment General Discussion or in the game forum that's most appropriate for the topic at hand.
