Doesn't seem to be a reason to have this on an already mediocre and already luck-ish based core.

It's either a first turn intimidate, malf, smoke, or support nerf.

Helps weaken a supp multi for being able to do it first turn, that was my main reason.

Also, the core isn't that great to begin with, so this is a bit of a buff to it, although quite minor.
