Skyboy, they are smudge lines. His first pack includes a short tutorial on how to set your smudge settings, then a long tutorial on how to get that effect.

Well, i accidentaly deleted the pm but i think i can help you here.

Use either the 39 pixel splatter, or the 48 pixel Oil Dry Edges brush , change brush settings to 100,0,100,100,25 (brush settings for PS CS2) Then just brush around lol.

New packs and psd's are gonna be coming, when i make some credits
