Wrong.
Developers said they dont want a robot to be a complete counter to other robots.

Weakening damage =/= Compleet counter

Fine. Have it scale differently.

I think the staff made a mistake with there words because originally the Azreal's borg wasn't a complete counter to the bio borg it was an 80% counter kind of like what you were suggesting yet they still made it not affect the bot. I think they don't want one bot to counter any other bot period.
