Having a class (Tactical Mercenary) that has essentially a straight downgrade is pretty unfair. Field Commander doesn't make sense as much as a class without a stat buff wouldn't. I'd rather Blood Commander over Field Commander anyday, so I'd rather replace it completely then have two different strength buffs.

Also, Blood Mage should have Blood Commander. He has no way of dealing extra damage and for a DPS class its not something I'd reckon is good. Reflex Boost isn't a commonly used stat buff on him because he seldom needs dexterity. Also, this thematically helps with the idea of a 'Blood Mage' considering the only skill he has that enforces the idea is Mark of Blood.

BC + MoB would be the tradeoff for no debuff with an untanky class like the BM.

Where does Reflex Boost go then? Tactical Mercenary would do well with it since he has little purpose for using Field Commander AND a Reflex Boost that like before granted Energy back would aid a class who has scrappy energy regaining. Battery Backup is UP and was only OP because 2 energy sapping skills is > 1 strong one. The dex buff would improve Stun Grenade and buff the class in general.

Since the first part of your balance suggestion is about a Field Commander (a Tactical Mercenary skill), it should be discussed in the =ED= Official Tactical Mercenary Balance Discussion Thread. The second part of your balance suggestion is about a replacement skill for Reflex Boost, specifically on Blood Mages, so it should be discussed in the =ED= Official Blood Mage Balance Discussion Thread.
