everybody know that exiles have less players but is more active, now the legion players almost win the war, then the option to switch for exiles also should be free.

You're a bit wrong here. The change is free if the opposite side has less players in total, not active or inactive. Right now, there's more Exiles - regardless of whether they are active or not. It was even said the change is free if you're switching to the less populated alignment.

many players told that titan said in a livestream that exiles have less players and at this quote, was not metioned that now have more exile players than legion, anyway the lbs show more active from exiles than legion. then have more probability of they maintain the neck to neck in last wars because they have more players than exiles.
