As stun can be abused it should work different.
Especially BHs and TMs with Azraelīs Anguish can absuse it alot.
This does lead to easy and fast wins for high dex builds where
the opponent just could do nothing after entering a 1vs1 duel
when they get first turn. Today we have a dex build in 1vs1
leaderboard at rank 1 who did 245 wins in just 10 hours.

Now we have the situation that Overload and Plasma Rain
do nearly about the same damage in 1vs1 but with the
bonus for Overload which can stun. This means that stun
moves are oped again. Of course this is because dex is oped
right now but it was right to put sidearm on dex. Now skills like
stun have to get in balance too.

Instead of making the opponent lossing a turn which does grant
two attacks in a row stun should only dizzy the target.
My suggestion therefor is that a stunned character could do only
50% damage for 2 turns instead of being totally unable to do
something.

Overload also has Staff requirement, and Plasma Rain doesn't. Skills with weapon requirements are usually minimally stronger than those without, but it can be looked at again if it's really a balance issue. Mind you, BMs would also get affected by this.

What if the stunned person was able to block/deflect as usual, as opposed to being unable to do either whilst stunned? It's still a free turn you get, if you stun, which is pretty huge advantage on its own - just not a defensive nerf on top of it (which is your opponent having 0% chance to block/deflect). This would probably put Stun+Zerker builds in their place too - if they are posing any threat - by not being able to connect Zerker whilst stunned, on top of Blood Commander being active.

now dex builds will be the next overnerfed, what is the next? f5 and support builds? in this way the game will reach a point where deal damage will be rare and all builds will not be able to deal any significant damage per turn, this is the result of the devs listening noob people suggests.

245 wins in 10 hours is quite laughable. That really doesn't prove that dead isn't a problem

It is ? So why you dont show up in 1vs2 leaderboards with >245 wins in 10 hours ?
In average those are 588 wins per day.

I remember a guy called "Black Ops" from beta who made about 850 wins in a day.
However doing this in todays Omega is very hard as about most players are "pros"
and lower levels are mostly alts of those high level first character pros.
