I recall this causing some confusion when it was first released. The shop requires Noragh's Head Trophy drop for it to be unlocked, not Noragh's Head. Although the names are similar between the two items, they're completely different. Noragh's Head Trophy is a drop which unlocks the shop. Noragh's Head is just an achievement.

From what I can see in your inventory, you only have the achievement. Keep on defeating Noragh until you get the 'Head Trophy' which unlocks the Yutilian Spire shop. Good luck!
