design notes typo

In the most recent design notes it mentions that juggernaut range of being 7-13 which would mean a level 40 could battle level's 27-32. This is wrong seeing as it would be level's 27 - 33 seeing as 7 levels down from 40 is 33 not 32.

Not to mention in one of my jug battles I was able to fight a level 33 player.
