Now it is weak because it doesnt give x2 any more. When it gave x2 it allowed legion to come back, but now it isnt enough.
I understand it was taken due to varium players who bought bombs and waited to use them in the war rally getting a x2.

So my suggestion is: allow players to get 2 drops when the war rally is activated.
In this way war rally will be enough to make legion come back.

The war is so imbalanced that nothing can basically work with it. When there are 7 exile players for each legionnaire, there is hardly anything you can do. War rallies occur at weird times, for instance, reset time when there are 250 players, 200 exiles, 50 legions, half of them afk, 25 looking for fame and 25 complaining about the game and the war. You can even make it 3x for each drop and it won't work.

Like I suggested before. Make a war where the two sides are fighting against one common enemy. Give each side the same war/health bar. Let each side get tiered rewards. Win/win for both sides.

Alright, maybe thats more balanced, but this war wont end till all the places are fought again. We have 9 more wars with the same war system.
Your suggestion might be implemented after the cycle ends, but till that, all you can do is just try to think an idea to fix this unbalanced war.
