Will this be an item you can upgrade once it's no longer available to buy?

Unlikely. Upgrade shops typically only go to LQS and special offer items; random one-off rares don't get them. If you plan on using Demnra's Deception once your character is a higher level, you'll want to buy the level 90 version and store it in your bank until then.
