as the title says , i need some which quests can i find him at this low lvl , i need him for lucretia potions - wanna do them as early as posible

So for Veegus specifically you can try Endangered Species, The Hacker and Dracomancer Class

yes, but for all these quests is recomended lvl 45-50 , at endangered species i had a little hope at first but after 5th or 6th pet taimed there are lvl 45- 50 mobs and i need 2 battles for a full heal ,
this why i wondered that maybe are some other quests where i cand find o lower level version of veegus if there is one

Level recommendations aren't too relevant as with an appropriate setup you can win against targets well over your level and game's scaling wouldn't typically place you in impossible situations.

As veegus is a dark mob maybe attacking the nocturu clan in paxia is an option too though the other suggestions should work better.
