Taken straight from the EpicDuelWiki, verbatim:

Blocking

The chance to block is determined by comparing the two players' Dexterity. So for example, if you have Player A and Player B:
Scenario 1:
Player A - Dexterity = 20
Player B - Dexterity = 20
Because both players have the same Dexterity, if Player A attacks Player B, Player B's chance to block Player A's attack will use default 15% block chance.
Scenario 2:
Player A - Dexterity = 35
Player B - Dexterity = 20
In this scenario, because Player A has significantly more Dexterity than Player B, when Player A attacks Player B, Player B will have a "below default" chance to block the attack.

Block Calculations

Block is calculated by adding the block chance adjustment to the default block chance (currently 10%).
Block chance = 10% + Block Chance Adjustment
The chance to block can never be less than 4% The chance to block can never be more than 45%
Block Chance Adjustment = (Defender's Dexterity - Attacker's Dexterity) / 2

Example 1:
Defender has 100 Dexterity
Attacker has 60 Dexterity
Block Adjustment = (100 - 60) / 2 = 20
Chance to Block = 10 + 20 = 30%

Example 2:
Defender has 60 Dexterity
Attacker has 100 Dexterity
Block Adjustment = (60 - 100) / 2 = -20
Chance to Block = 10 + -20 = -10%

Since the block chance can never reduce below 4%, the Chance to Block becomes 4% (THIS IS WHY EVEN IF YOU INFINITELY HIGHER DEX THAN THE OTHER, HE/SHE CAN STILL BLOCK (albeit not likely))

Example 3:
Defender has 30 Dexterity (Also, the defender has a -40 Dexterity Debuff Applied)
Attacker has 29 Dexterity
Dexterity never uses negative values in calculations ... so even though a debuff is applied, the Defender's dexterity value is calculated using the minimum value of 1 instead of -10.
Block Adjustment = (1 - 29) / 2 = -14
Chance to Block = 10 + -14 = -4%
Since the block chance can never reduce below 4%, the Chance to Block becomes 4%

A good rule of thumb is that for every 2 points of Dexterity you have more or less than your enemy, your chance to block increases or decreases by 1% respectively.

Well, yes, there is still the "Dice Roll that Somehow Lands In Between the 1 And The 4", but it's not luck, it's probability. AP STATS FTW :D

Percentages and a random number generator work aroud luck, you just posted percentages and the game works with a RNG which totally contraditcs the title of your thread.

Probablity sounds more professional.

Ex.
Q: What's the probability of me winning the lottery (in Cali)?
A: Around 0.0001328%

Luck sounds too much like a random thing...

Ex.
Q: What's the chance I can haz the lottery win :D ?
A: VERY UNLIKELY

even tho this is how the game works you will notice the RNG has a massive love hate relationship with many players(meaning all of us) it either loves you and you block like crazy and are called noob, hacker, or many mean words or it hates you and you are always blocked

Its just saying that every time u fight your chances to block increase or decrease but its never the same and it can be super tiny but u still have the smallest chance 1/25 to block lol it kinda saying luck it always some wat on your side.

Most of you are probably too young to play roulette but those who have or understand the concept can compare it to this. Just because you have a 48% chance to hit red or black in American Roulette doesn't mean your going to hit eventually if you place money on red every single spin. In all it could very well hit black 100 times in a row even though it's only 48% chance to hit it. Just because it hits black 13 times in a row doesn't mean the probability to hit red is now higher. It's still 48%.

Problem with this game though is that I strongly believe crit rate is glitched. I use to run a 141 support mage and was literally crit by 30 support and lower so many times I just don't see how it's possible honestly at 1%. I wish they made it 0%. If you have so much more dex, support or whatever then it should be possible that your enemy has absolutely no chance to block, deflect, or crit you.

Only problem is that a 0 can throw a game into chaos as I've seen many times. 0's always just somehow create glitches lol but if they could make it happen that would be awesome :D
