i have a windows vista its hard to find a program i can use or it can support can anyone help me out ? finding one i also have a galaxy note if theres a program for that too

If you have a drawing tablet I'd suggest FireAlpaca (or SumoPaint, or MyPaint), that's a nice free drawing program and should be able to handle AQW style cell shading. If you're trying to make something capable of being uploaded straight into the games you'd need Adobe Flash which is what AE uses to make the games. As for your tablet, I think there's a version of FireAlpaca called LayerPaint that's an app you can get. It saves in .mpd so you can use it on FA.
