How do I unlock the Purify and the Shop of Destiny to purify my Destiny Weapon?

I have completed Noxus Fumes but a portion of the options to upgrade my Destiny Weapons are greyed out.

Is there another requirement I need to complete for the shop to be fully unlocked?

You need to have higher Blacksmith rank. You can train it with Yulgar.
