Clever Disguise pays 25% Melee in SP + your turn (Assumed to be using a magic weapon so 75% Melee) to give your pet and guest celerity (40% + 60% Melee). The problem with this is that guest celerity has always been assumed to not cost anything extra other than the extra upkeep (Matchmaker armor, Shieldcake etc.). So you're effectively paying 60% Melee extra for apparently nothing. What is the reason for this item being designed this way? What I'd like to suggest is that the extra amount is used to give your pet and guest either a damage or accuracy boost. Perhaps the player can get a choice between which buff to apply?

Dont disagree, but it also gives luck, charisma and the monster takes -4 MRM.
