The Vampyro armor skills appear as if I'm a level 0 vampire, with vengeance being the only available skill. The regular vampire class armor is correct with all skills unlocked. I've completed all the vampire class quests, including the final quest after level 10.

Subrace skills are only accessible when the current player subrace matches the armour, if there remains an accessibility difference among elemental variants when the said condition is met, make a post in Armor/Weapon/Shield/Spell/Misc/Title Bugs.
