Compression shields and defenses

Why do some compression shields have lower defenses and some don't? Firework Buckler has 11/18/11 (total 40) defenses while hydro blaze shield has 16/15/16 (total 47) defenses.

Both shields list compression as a MC so that isn't paying for the extra defense. Both shields cost the same (factoring the half cost as a package item) so that isn't paying for the extra defenses (like some items that have 2.2 times the cost to pay for compression).

And it is my understanding that being a package items doesn't exempt you from balancing standards so that isn't paying for the extra defense.

At Lv 150G, Hydro Blaze is a -25 resist shield, Fireworks is a -26 resist shield, resist are exchanged for combat defenses as part of balance.
