More specifically, the link seems to be broken:

"404
The page you're looking for could not be found."

How do I get access to it now? Or is it permanently down?

 The guy who ran it isn't around anymore and since there's an in-game timeline now a replacement wasn't really necessary. If it's the BiS tool you're after, that had been outdated for a very, very long time and was replaced by this.
