All early classes had 14 skills and one basic attack. ChronoZ was one of the earlier classes to experiment with skill combos, and unlocking alternate attacks based on the combo of skills used prior, rather than having 14 individual skills that don't necessarily work with one another. As such, even without those last three skills, ChronoZ is still a very powerful class, and even as a special offer class with three more skills in addition to the combo skills it likely would have been overpowered, similar to Archivist with its incomplete skill set. Obviously classes released in recent times are a lot more interactive and complex than the 14-skill model, with modification widgets and skills that can be used multiple times to increase their power/effect, but it was all relatively new territory at the time with ChronoZ. For what it's worth, in some specific instances, a turnskip skill might actually be the best option.
