actually...... yes when they created the very first cap it was level 3.....but before the cap was made it was just a site to test with no leveling and no exp just battling also no class points or gold. it was literally just a massive test where you went around and killed so technically the VERY first cap was 0

I think that the reason that DLs and SCs aren't able to play is because they didn't use a confirmation like when AQW was made in AQW you were only able to make a character when you confirmed that you had bought an upgrade by inputting your ID in WF your account in AQ can be used to login to WF and you were able to make a character and play WF if the game registered that you had a guardian already on the account
