If i use paysafecard with 7euro(10 dollars) will it work to pay for 2000ACs?!

And why now the cellphone payment costs me more??? (was 2.00 euro now is 2.38) it messed up all

If the cost of 2000 AC's is less or equal to $10 then yes it will work.

2000 DCs = 9.95 US$
9.95 US$ = 6.75900 EUR

So 7 Euro should work, due to the fact there are no 7 euro pay safe cards ca. 7 Euro should be substract from your 10,25,50 or 100 Euro pay safe card.
(could be some cents more, because of the difference between the currency converter)

2. Most things get more expensive very few get cheaper, you have to live with it!
