2v2 was kind of the whole reason behind the lower level going first. Back when it was completely dependent on Support, the lowest level player would generally go last. They were always targeted first and in most cases the lower level player was killed before his first turn. It might not be fair to the Support stat, but it was desperately needed to make 2v2 remotely possible for level 27-30s. Besides, support is already an overvalued stat, so the small hit it takes from this still leaves Support builds in a good position -- most of the successful 2v2 builds are still Support builds. And in 1v1 this really isn't an issue. You're usually going to win against a lower level anyways, so going first or second doesn't affect the outcome of the battle.
