Alright, this is what ruined the balance: Enhancements. It allowed the player to have way too much stat boosts. I agree there are such thigs as Oped classes but their effects are amplified by stat boosts.
Here is my suggestion to deal with it: (I already posted in suggestions)

Enhancements. Why not make a few of these slots go free with the weapon and call it movable stats and you just have to raise the base price of the weapon. Leave 2 slots on each weapon and leave the name enahncement slots and make these cost like 350 varium or 20,000 credits each. So give old weapons more movable stats over time to make them usable. Also make them a tad more expensive. Easy fix.
Cinderella told me the point of enhancements was so that old weapons can be usable and versatility for builds. She also said that it turned out wrong. So here is my fix. I decided to post it here to get some feedback because no one really cares about the suggestions forum except for their own suggestions.

The thought of one person don't balance a game. It's just what the certain person wants. There should honestly be suggestion areas were people can actually discuss the suggestions.\, not the horrible suggestions on these forums where no one can talk.

Well it makes sense because enhancements are free stats people just buy and own others with.

Enhancement slots should never have opened up unless the weapon you are enhancing is below your current level.

A level 28 weapon should have all its slots open at player level 33.
A level 30 weapon should have half its slots open at player level 33.
A level 32 weapon should have 10% of its slots open at player level 33.

That way if you are using a level 33 weapon and you are level 33 you get "NO" enhancements.

It would work the same way encumbrance works only with enhancement stats.
If you are a level 30 and you use a level 33 weapon you are docked -3 damage right?
If you are a level 33 and you use a level 30 weapon you don't gain +3 damage do you? Nope, you should get 3/5th of the enhancement slots to open.

That was the original idea of enhancement slots but I guess it wasn't launched properly and it can't be reversed now since so many of us spent so much money on those stupid extra slots. Could you imagine the violent protests if this was fixed and the income lost? It would be mind boggling.

^Sparticus my idea would make it so that old weapons retain their power, but the new ones follow this system, and eventally these "old" weapons would be out of use. Eventally the total amounts of stats available to a player will be lowered. Or that is the hope.

Yes PD I give you all the credit on these numerous threads about stat inflation and how they opened the eyes of many.
