The War bomb drop rate actually varies from 9% - 16% depending on which level NPC you are killing (Remember the drop % resets every time you kill an NPC.) Below are the current drop rates;
Legion:
Krampus Warrior = 9% Drop Rate
Krampus Technician = 12% Drop Rate
Fenris = 16% Drop Rate
Exile:
Frost Reaper = 9% Drop Rate
Arctic Guard = 12% Drop Rate
Yeti Hulk = 16% Drop rate
As for changing the drop rates, I feel that they are all pretty to scale compared to how tough the NPCs are as to how many bombs you get. If the rates were increased any higher I think we'd see alot more people farming the lower level (Level 10) NPCs getting bombs every 1/6 drops which in my opinion would be abit too much considering that they are easily a 2 hit kill meaning that people could easily be getting 1 bomb every 2 - 3 minutes.
