Yeap the report tool is still working perfectly (or it should be).
It should say "report sent successfully!" after reporting, if it doesn't it may be a bug.
The report in-game tool is mainly used to report players for mild language, and spamming. I'm not sure exactly how the report tool works but supposedly you need a significant amount of in-game reports on the same player for them to be banned.
But if your being persistently harassed by the same player and he's swearing at others too, then that's an offence you can report to The Lawman.
But when PMing him you'll need to provide image proof, if not your report will be useless and unfortunately as you said your SS doesn't show him in any wrong doing.
So next time if you ever see this exact same player harassing you again it'll be best to report it straight to the Lawman with image proof ;)
