I do apologize, but i do not get what you are asking for.
You want a "Notebot"? "Mini-forum"? We have a thing like that. A Mini-forum of this within the faction? First off, that is too much. To have that much debate/ideas within a faction. To sum it all up, go make quick posts on the wall, or have your faction meet up somewhere, and talk it out. Giving the leader/officer this power means he/she not only has to check each single thread/post, but he/she therefor has to deal with spam (Whoever has done it), has to answer any questions, has to get on this "Notebot" every day, but has to almost reply to every single thing on there. I'm pretty sure this could cause some other issues, but i think I've gotten my opinion on the subject out clearly. I do not support.
