Works on both Mac and PC

Free Programs:
Fire Alpaca - Free digital painting program which works on both PC and Mac. Similar to PaintTool SAI. Can save as .PSD to upload to Photoshop to add textures, filters, text, etc.
GIMP - Free digital art program. Similar to Photoshop. Same basic uses as Photoshop. Fantastic to use if you can't afford Photoshop
Mypaint - Minimalistic digital painting program. Easy to use interface with very little distractions, the entire thing is basically your canvas.

Paid Programs:
Adobe Photoshop - Standard digital art program. Used for touching up photos, creating digital paintings, and creating tags. Plenty of textures, filters, and brush customization available. Highly recommended for all digital artists..
Adobe Flash - Used for game making, animation, and vector art. AE uses it. My Little Pony: Friendship is Magic was animated with it. Uses the coding language Actionscript.
Adobe Illustrator - I've never used it, but it's a vector art program. Maybe someone else can add something about it.
Manga Studio - Used to create comics. Debut uses raster, Pro uses vector. Easy to use interface and good program if you want to create comics. Highly recommended for comic creators.
Corel Painter - Digital painting program, uses a natural look. Not a bad program.
artrage - Digital painting program. If I remember correctly it's similar to mypaint. It's a good program.

PC only

Paid Programs:
PaintTool SAI - Digital painting program. Easy to use interface. One of the best digital painting programs with an ability to export as a .PSD to get the filters, textures, text, etc. that it doesn't have but Photoshop does. Highly recommended for digital painters.

Various Resources

FY Character design - Different character designs, has various tutorials in there along with finished character designs.
Colour Lovers - Various colour palettes. Fantastic if you're looking for a colour scheme for a painting, tag, character, or simply just inspiration.

Programs:

Adobe After Effects - Used for motion graphics, vfx, editing and compositing video.

Autodesk Maya - Powerful 3D application for 3d/animation across film and game has been industry standard and imo has the harshest learning curve of most 3d applications. (theres 14 dvd lectures on just the topic of dynamics alone)

Autodesk 3ds Max - Powerful 3D application which has grown in popularity due to having power like Maya but being much more user friendly used in movies and games.

Autodesk Sketchbook Pro -Digital sketchbook works well with tablets draw with digital pens, pencils, markers, and paintbrushes.

Wacom Tablets - The most popular tablets with pressure sensitivity control line weight when drawing and painting giving a more traditional feel. Apply precise deformations and actions in 3d and take tedious task like rotoscoping in video to a fraction of the time with ease.


Pixologic Zbrush - Digital sculpting application sort of like mixing 2d/3d imagine clay and your mouse or tablet is your hand you can create anything in a matter of hours without worrying about technical constraints. (not a harsh learning curve but alot to learn)

Pixologic Sculptris -Digital sculpting application a bit watered down from zbrush but free no limits to creation and great for beginners into digital sculpting.

Blender 3D- Free 3d application great for beginners into 3D, never got into it myself but i've seen some awesome stuff created with it. Khelios comes to mind when I think of blender.

Maxon Cinema 4D- 3D application mainly used for broadcast animation has grown over the years to be a fully robust package and has become a popular choice with ease of use and rapid improvement of the software in every version. I've been using since R9...R14 comes out in September so i'm probobly the resident expert here on C4D so feel free to ask any questions.

CG textures - Free textures for your digi-art needs you have to register an account free accounts get 15mb of downloads every 24hrs. ( you can choose the resolution to download so u can save mb on certain images and what not)

Stock.xchng- Free stock site you have to register and pay attention to the restrictions on images (royalty free notify creator if used ect.)

Video Copilot- After Effects tutorials and plugins from beginner to advanced.

Psd Tuts+- Tutorials, articles, inspiration everything photoshop

Cartoon Smart- Tutorials and resources for flash some free stuff there
