I noticed many lower levels in game that want to kill Administrator and exile leader( the new bosses) but for obvious reasons they can't.

Make the new bosses adjust based your level and your partner, this helps the lower levels not only to do they daily missions but also for achievements.

Yeah, that daily mission is impossible if you're not close the level cap.

Supported, make some (but not all to keep some more value in reaching the level cap) bosses adjust to you and your partner's level. This could apply to bosses like negawraith too, but probably not George Lowe. How about any boss/NPC that drops an achievement will have a set level (Excluding some temporary event ones like the arbor day event), but those that don't but are required for quests will have adjusting levels?

Of course, I'm thinking that the boss' level increases will be a logarithmic curve, where it is much harder to beat them at low levels even with this adjustment, but slowly get slightly easier as you level up.

They should work on scaled Bosses and focus on that. It could scale to your and your partner's level (as mentioned) - in other words, for two Level 30s, the boss would be weaker than for two Level 35s. The scaling would take the total level of both of you and then adjust stats accordingly (%-based penalties for the Boss would work; the lower the level, the higher the penalty).

Ultimately, this would make Bosses available for everyone. It still maintains the challenge aspect because it'd be scaled to your level and just as difficult, just lower level. In fact, it'd make Bosses a challenge even after many level cap raises (since Bosses aren't buffed).
