Depending on your position on the World Map, you'll fight against different pools of monsters, each location's monsters and each monster's locations are listed on wikidot as well.

I mention refresh farming for efficiency's sake, which you previously vouched for. Refresh farming is hardly "banned", nor was it ever publicly stated to be considered illegitimate. The reward for completing a battle is gold and exp, the reward is not another encounter.
We don't have hard numbers for encounter/capture rates, but if your assumptions are correct and it is indeed 10000 fights on average to capture Frost Dragon without SG's but 1 SG to turn those 10000 fights to 200, the discrepancy would make the long-spent extra hours an ill-advised time investment. That's not to suggest that Frost Dragon is an SG-only character though, just that if I were you I wouldn't bother going to the efforts to obtain it without one if it would take you 10000 fights.

Ah, my mistake. I was working off of your initial premise including your initial error, which led to mine:

I divided your 400 hour figure by 10 as .5 minutes is a tenth of 5 minutes, but your 400 hour figure actually should've been 833.33 hours (10000*5/60) and a tenth of that is indeed 83.33 hours as you noticed after the fact. That would be pretty unreasonable come to mention it, as an SG/quarter to turn 83 hours into under 2 hours of searching means you essentially would have to use an SG. That might be intentional in order to promote SG's, but it'd still be unfair/misleading to free players and I wouldn't at all be averse to seeing its capture rate buffed significantly.
I would however like to see your source stating that Frost Dragon's capture rate is 2% though. OS's staff hasn't released many of those capture numbers, and if it's a regular member who told you then they may just be eyeballing it.
