Now every strong npc is based in skills like Bludgeon, Scythe, Berseker, etc. All Legendary npc have the same skills and stats.

Malfuction, Smoke and Intimidate are being missed. Npc might have one of this skills (or even all! Because npc have skills from different classes) and this will make them strong. They can have a high Malfuction (or another one of the skills mentioned) with low health (around 2k) and they will be hard. In my opinion this might be better and funnier than a boring strong NPC with high health where all you have to do is shield yourself, heal, energy up and make 1 atack. Moreover different kind of estrategies will be needed to beat a npc like this, and probably this will also give the chance of assault bot to come back.

Another think that can be added to a boss is a bot, including its skill: some bots like Kartherax's Darkspawn, Infernal Android and Pyro Fly will make them pretty strong.

i actually like the current type of npcs, they force the players find the correct build to beat them, add buffs and debuffs to npcs will only make them fully luck based npcs, because win their will be based in what turn they use those skills, e.g if a npc throw a emp granade on you 1 turn before the heal cooldown end and the npc is strong you high probably will be dead. despite this i still finds it a good idea because creat a new type of npc. supported

I didn't talk about emp, just Malf, Smoke and Intimidate. Is just something different, and with a new kind of npc you will need a new kind of build.
I remember npc used to have Matrix Defense and Energy Shield, and I think they used it depending on your primary's type or your skills' type. Maybe a npc a bit clever can be made: One who malf and then use energy atacks.

@dfo99 if u haven't noticed all legendary npcs can be killed using same builds .
