What if it had less damage or/and less stats? It's boring to see everyone using the same gear. More than anything the azrael gun.
Players will have to choose between a stronger gun or azrael's wish.

The gun isn't OP, it's just straight up better than all the other guns so people will run it until the devs make some more active gun cores to use that are on par with it.

It does 2 things : damage and a special effect . While the damage is 85% , the effect justifies the costs (forced Strike ). It isn't broken , it's just that other active Skill Cores are underwhelming like Energy Shot ( no damage dealt but drains Energy , hence it looks weak because of its trade offs compared to Azrael's Will or in other words "balanced" )

Nah, it isnt op, is just the best weapon in game. Really? The only way to replace it is making an stronger one, which will make the game worst.
And it will be the same, all players will raplace azrael with this new gun if it is really good.

According to your logic balance is impossible to attain.

Being the best gun in the game =/= being OP. Best =/= OP. As a result, all the devs need to do is make another bunch of cores which are EQUALLY as good as azrael's will.
