Similar to AQW, AQ3D has a small population compared to other MMORPGs and after almost every event. The previous map would most likely be deserted.

I came upon this problem when I was doing the one of the first Ashfall maps (Lower Firefields iirc) and I had to solo the boss Gorm. Thankfully I was able to because I was using the Guardian class and potions. Unlike others games like RIFT which has probably about at least 5 years under its belt, I can still find people and run dungeons in old maps.

Considering AQ3D is going to be out of beta soon, the small population might increase but it might not be big compared to other MMOs.

How would the devs address this issue when it comes to a deserted area or map and a player is tasked to defeat a boss?

The gaming world is quite simple in text form yet complex in terms of marketing goals.
If we think about it, the game has three sources for player advertisement: Steam(PC), Google Play Store/ Apple App Store and loyal fans.
Let's just leave it to the devs' on how will they promote further AQ3D to the whole gaming community.
