I personally don't use the core critical heal but I have notice from playing 2vs2 battles that if an ally heals someone with critical heal the buff doesn't apply.

I'm not sure if this is intentional or not, so i'm bringing it up here in case it's a bug.

Only way I could possibly see it as a bug is if your at critical health and you want to heal your ally for the critical heal amount, not if your ally is at critical health and you heal them (according to the effect description of the core).

Ah thanks Ginger, as I previously said I do not own the core, so with that description yeah it makes sense.

I have used this core and I can honestly say that when I healed an ally who also had this core who was below 25% it didn't work on him as it would work on me if I was below the 25% margin. If it was indeed intended to work with any player's field medic and not just your own then it is indeed a bug.
