So I already defeated Gluttony and Lust and got their respective fragments (put them in the bank), but the locks on the chest aren't glowing. What's the deal?

You haven't done anything wrong, the locks just don't glow once Gluttony and Lust are defeated like they do for Greed and Envy. It's likely just an oversight.
